West London takeaway to open later after council hearing filled with arguments
By Philip James Lynch - Local Democracy Reporter 5th Nov 2026
A tense council hearing that featured disputes over a scratched car and vandalised shutters has resulted in a Hanwell takeaway being granted permission to sell pizza until 1am.
Superb Pizza in Hanwell had requested permission to open until the early morning hours for takeaways only. Initially, the operator had sought permission to open until 5am, before withdrawing until 1am on weekends and midnight on weekdays.
Two neighbours of the takeaway joined the hearing to object to the application. From the outset of Wednesday's (November 3) meeting, instead of talking about the application, the management of the eatery began talking about reasons the other two local attendees had a problem with him.
The applicant, Rizwan Khan, alleged that one of them never had an issue with him for the seven years he had operated out of the site, until she asked him to give her nephew a job – something he refused for him being "underage." He says it was only then that the neighbour came to have an issue with noise and smell from the downstairs kitchen.
She told the committee that she was concerned about the noise impacting her parents, who share a wall with the shop, and for her own sleep if she was to be kept up late at night. It was a fraught hearing in which Councillor Kim Nagpal attempted to settle both sides, urging them to follow the process.
The neighbour told councillors that she would be willing to accept operating hours of 11pm during the week, and midnight on weekends. Another neighbour, Jaroslaw Domagala, agreed, and had his own issues with the operator.
He described tables being outside the pizza takeaway during the summer, which he says "disappeared" in the last few weeks. Mr Khan confirmed that the restaurant is takeaway only, and will no longer allow anyone to sit outside.
The neighbour described allegedly being told by Rizwan "if you don't like it you can move" when raising concerns with him about the business operation and impact on the neighbours. She also claimed that he told her he had a licence, when he did not.
Mr Khan then confirmed that he did not have a licence previously. Mr Khan told councillors to prevent crime and support the police in the instance of crime, he has installed CCTV cameras since his shutters were vandalised and damaged.
He told councillors that he asked his neighbours if they heard the vandalism which took place in the early hours of the morning – which they did not. He argued that this was evidence that the neighbours are not adversely impacted by noise from the restaurant.
Mr Khan said: "We have no issue, we just want a fast food takeaway, no alcohol, no pub and club. Everything is fine there, we want late night for the weekends."
Superb Pizza will have to adhere to a number of conditions set by the Metropolitan Police and Ealing Council. This includes creating a written noise management policy, intervention in noisy behaviour and order cutoff times.
Returning her decision, Cllr Nagpal said: "We have carefully considered residents representations, particularly the impact of noise and disturbance on their sleep and enjoyment of their homes. On balance, we considered the reduced hours, together with the conditions imposed… provide an appropriate and proportionate basis for granting this application."
