New restaurant to open in Acton serving cocktails and shisha
A cocktail shisha bar and restaurant, Amelia's, is to open in West London, on Victoria Road, near North Acton station.
The Ealing Council licensing subcommittee approved the new premises' licence to operate and serve alcohol.
The venue will be open from 11am to midnight Sunday through Thursday and 11am to 1am Friday and Saturday. The restaurant will serve food until 11 p.m. daily, including a selection of desserts, cocktails made by a mixologist, and a range of different shisha.
The committee's conditions reduced the restaurant's original opening hours. The restaurant wished to open until 1am on weeknights and until 2am on Friday and Saturday.
Amelia's will also have to employ a licensed security officer from 10pm until closing daily.
The venue was previously home to Sandflames, a shisha lounge and grill. Since its closure, the new owners have refurbished the venue.
Mateusz Crook, a noise nuisance officer for the council, opposed the application, concerned about the lack of parking and the potential for noise. He said: "It's pretty challenging to park down there… your premises is surrounded by double yellow lines in all directions. If customers decide to take a cab or taxi-"
Deputy Mayor Councillor Anthony Kelly interrupted, uncomfortable with the line of questioning. He reminded the committee that it is not part of the licensing objectives to provide the parking. He added: "There are many, many venues across the borough that do not provide parking."
Later, Mr Crook said: "We have significant concerns regarding the proposed operating hours and the activities associated with regular entertainment at the venue.
"Considering the venue's proximity to the residential properties, including the big towers surrounding the premises…there is a high likelihood of noise disturbance."
The new owner, Sercihan Yusuf Ucur, operates several venues across London and pledged to rebuild the relationship between the venue and residents.
The venue will be '51 per OK cent open space' to comply with council regulations around shisha smoking. Concerns were raised that the retractable roof recently installed at the premises may also lead to noise disturbance from the live music in the venue; however, Mr Sercihan Yusuf Ucur provided an independent report indicating noise levels are well below the legal requirements.
However, committee chair Cllr Julian Gallant said: "The subcommittee was confident in Mr Ucur's business objective and his ability to prevent noise and public nuisance from affecting neighbouring residential buildings."
