A Southall shop is permitted to sell alcohol despite resident concerns

Bowline House Food & Wine in Havelock Road, Southall is given the green light to sell alcohol, but some residents object.

Ealing Council's Licensing Sub-Committee has received two representations against the shop and has decided to grant its application for the sale of alcohol with conditions on Friday, 26 July.

The sub-committee mentioned that the hours allowed mixed in with the premises licence holder's experience, allows the to sell alcohol while avoiding disruption to the local community.

Initially, Satpal Singh Madhan submitted an application to sell alcohol from Monday - Sunday 7am to 10pm, but has been permitted instead from Monday - Saturday 8am to 10pm and Sunday 10am to 10pm.

Mr Madhan cannot sell single can beers or alcoholic drinks either as part of his licence conditions in his shop which operates from Monday - Sunday 7am to 10pm and alcoholic beverages must be locked when the store is open outside of licensable hours of alcohol sale.

One resident objects to Mr Madhan's plans due to the shop's proximity to a primary school which they believe is a problem for children if it were to sell alcohol.

They say: "We find it somewhat distasteful that an "off license" has been authorised to conduct business right next to a Primary School (Three Bridges Primary School) where minors will no doubt be frequenting.

"There are already two established "off licences" in the area which are located in places not seen from a primary school or public park."

Another resident objects to Bowline House Food & Wine selling alcohol because of a similar reason to the previous resident; which is that there are already other off-licenses selling alcohol nearby in Havelock Estate.

Both residents also called on the committee to refer to the objectives of The Licensing Act 2003 in its final decision.

The objectors feel the prevention of crime and disorder, promotion of public safety, the prevention of public nuisance and protection of children is at risk if the sale of alcohol is approved in Mr Madhan's shop.

The Ealing Council Licensing Sub-Committee was held virtually at 11am, 26 July.
